Lagos Govt. equips staff on public, private synergy ahead CAP Scheme kick-off

By Monsurudeen Olowoopejo

As part of efforts to ensure a seamless take-off of the Lagos State Certified Accreditors Programme (CAP), the Lagos State Government through its Building Control Agency (LASBCA), has commenced a rigorous integrated training for its officials, equipping them with skills to understand importance of public, private sector synergy in the built industry in the state.

The staff stationed across all districts, divisions and departments were picked for training in batches in compliance with the recommendation of Government White Paper on the Report of the Lagos State Tribunal on the collapsed 21-floor structure at 44 B,C,D Gerrard Road, Ikoyi – Lagos.

The report recommended a synergy between the Public and Private sector in the built industry, to stem the tide of collapsed building across Lagos.

Addressing the participants, the General Manager of the Agency, Gbolahan Oki, urged the staff to participate effectively during the training, so as to understand the CAP Scheme.

Oki, who was represented by the Agency Secretary, Omolara Daba, urged participants to be open minded, ask questions where clarifications were needed and ready to take ownership of the “CAP” program, saying you are at the drivers seat.

The training program taking place at LASBCA Auditorium in Ikeja will be in batches and is being facilitated by seasoned professionals in the built industry. It is divided into different modules meant to acquaint officials across LASBCA formations about the workings, practicability and understanding of the CAP/LASBCA program synergy and processes.

The synergy which is to be christened “Certified Accreditors Program ” is aimed at strengthening the capacity of government officials in monitoring and enforcement of building regulations in the state.

The Certified Accredited Program (CAP) which is expected to commence soon is designed to engage Consultants who will act as Certified Accreditors in the built environment to complement the activities of Government Officials in Screening of Drawings, Stage Inspections and monitoring activities for compliance with the Lagos State Building Control Regulations in line with Government policy of making Lagos sustainable, resilient and attractive to businesses through Physical Planning and Urban Development.

Earlier, the Special Adviser to the Governor on e-GIS and Urban Development, Dr. Olajide Babatunde, explained that the main reason for the partnership which has been in the pipeline since 2021 is basically for zero tolerance to building collapses in the State through robust monitoring and inspection of all on-going constructions in the State as the government cannot do the job alone.

He noted that Lagos is blessed with large numbers of professionals in the built environment who are ready to bring in their expertise and capacity to ensure that buildings in the state are constructed to meet international standards.

Babatunde had before now emphasized that for seamless take-off of the Accredited Certifiers Program to be achieved, various orientation workshops and trainings will be organized for government officials as well as successful Consortium and individual professionals that met the criteria of becoming a Certified Accreditor.
