Reps summon FCT council chairman over audit infractions

The Nigeria Federal House of Representative has summoned six leaders of the Federal Capital Territory, FCT, in Abuja, for investigation over financial irregularities of over N100 billion.

The House’s Public Accounts Committee, following findings contained in an audit review, raised concerns about accountability and fiscal management at the FCT and called for the appearance of the council leaders over the alleged incident.

The incident listed the invitees as heads of Abuja Municipal, Bwari, Gwagwalada, Kuje, Abaji and Kwali councils, alongside their finance directors, due to multiple cases of unpaid statutory deductions, weak asset documentation and expenses lacking proper records.

According to the audit submission covering the year ended December 31, 2021, the councils accumulated unpaid obligations and record-keeping lapses, with investigators highlighting persistent non-remittance of key taxes and incomplete asset tracking across the six administrations.

A document released by the Committee states that there were cases of outstanding liabilities amounting to N7.6bn as of December 31, 2021, detailing arrears involving pensions, Pay-As-You-Earn deductions, VAT and withholding taxes owed to revenue agencies, pension managers and contractors.

A financial breakdown showed Abuja Municipal owing N2.19bn, Bwari N1.49bn and Kwali N1.46bn, while Gwagwalada listed N1.01bn, Kuje N892.2m and Abaji N593.8m. It also cited that in  Gwagwalada, non-current assets valued at N336m were not adequately maintained or updated, creating room for asset losses without trace.

The Auditor-General for the FCT Area Councils further questioned spending patterns, noting combined outlays of N24.87bn in 2021 on salaries, overheads and capital works. They disclosed that despite an 89 per cent increase in total expenditure amounting to N11.7bn compared to 2020, the councils have not accounted for how 37 per cent of the expenditure purportedly allocated to capital projects was utilised.

The Committee chairman, Bamidele Salam, said that formal notices had been delivered requiring appearances before the panel, warning that invited officials must attend on Wednesday, February 11, 2026, or risk enforcement action under legislative powers.
