DR Congo, Rwanda agree to ease tension after U.S. talks

The Democratic Republic of Congo (DRC) and Rwanda have pledged concrete measures to reduce hostilities and revive their stalled peace process, following intensive discussions hosted by the United States in Washington, D.C., aimed at addressing ongoing instability in eastern Congo.

The talks, held on Tuesday, were prompted by the urgent need to advance implementation of the Washington Peace Agreement, part of the broader Washington Accords for Peace and Prosperity, amid persistent tensions, stalled progress, and the long-running conflict in eastern DRC.

A joint statement issued by the US, DRC, and Rwanda on Thursday outlined a series of coordinated actions. These include mutual respect for sovereignty and territorial integrity, a scheduled disengagement of Rwandan forces from designated areas in DRC, intensified efforts by the DRC to neutralize the FDLR militia, and enhanced protection for civilians.

According to the statement, the two governments “agreed to a series of coordinated steps to de-escalate tensions and advance progress on the ground,” emphasizing time-bound measures to ensure accountability.

“These efforts include a mutual commitment to respect each other’s sovereignty, the scheduled disengagement of forces by Rwanda in defined areas of DRC territory, intensified efforts by the DRC to neutralize the FDLR, and measures to protect civilians,” the joint declaration said.

This engagement builds on previous US-mediated initiatives, including the historic Washington Accords signed in 2025 under President Donald Trump, which aimed to end decades of conflict, facilitate troop withdrawals, disarm non-state groups, and promote regional economic integration, particularly around critical minerals.

The agreement reflects renewed diplomatic pressure to overcome delays in implementation. Both countries have pledged to safeguard civilians and restore stability in a region plagued by armed groups, mass displacement, and humanitarian crises.

Observers hope these steps will lead to tangible de-escalation on the ground. However, full success will depend on sustained compliance, rigorous monitoring, and ongoing international support to secure lasting peace in the Great Lakes region.
